I imagine part of the permitting process would be proving that you mitigated risk, which obviously wasn't done. Holding fireworks is bad enough. Holding them while leaning out an aircraft isn't great. Shooting them forwards so that you're flying into the debris isn't so great either. And, on and on.

Actually the problem was they tested it first time the bullet was stopped. Instead of getting a new book when they put it on his chest they used the same book not understanding that the compressed material would let the bullet travel through the book it then killed him. @@hahawoshedman4017 i'm serious. you can find someone to agree to anything. "How about I shoot you in the head for a million that goes to your family?" Luckily, for humanity, thats still illegal. Thats why there are laws and permitting processes. The permit is something to make sure that things that are too dangerous don't happen. Those models couldve been told anything. "Its absolutely safe. You want the money or not?" Who knows? The law is to stop abuses. You may decide this is one thing that wasnt an abuse- if so, thered be no reason to circumvent the process. But likely, the situation would be deemed too dangerous. The youtuber decided his judgenent was better than others on that. Luckily, no one was hurt. But you wouldnt have the same thing to say about so.eone shooting up in the air in front of walmart. He could say "nobody got hurt!" But thats not the point- at some point, by people doing stuff like that, somebody will get hurt. That law is to stop that eventuality. You dont get to purposely risk people's lives and then when nothing happens be in the clear.
