It doesn't just have to be a thing viewing zany shows. It can be a tool for the Institute to use TVs to their benefits to show the necessary flaws of a Synth from Skeletal Gen 1 to The almost indistinguishable Gen 3. If you really think about it, they're basically creating synthetic robots with intelligence

In case anyone doesn't know, you find the Grognak costume and his axe in the same building, along with two magazines. Axe is behind the first floor counter, comic one is on the counter, Grognak costume is on a shelf on the top floor (Silver Shroud room), and the second magazine is in a dressing room on the top floor.

I think it's possible to turn any area of the game into a settlement by using console commands. Check the wikia if you're interested, the "Fallout 4 console commands" page specifically. I know it's possible with exteriors but I'm not sure about interiors.

I have encountered the Enclave as a child killed hundreds if not thousands of super mutants and destroyed the Institute but never have I been this shocked when I saw Preston show the slightest of emotions.
+Elder Maxson you took out the Enclave just because they had technology. The Enclave wanted to rebuild humanity so does the Institute and you destroyed them both for technology. Good job in dooming humanity!

The idea of Silver Shroud would be that he punishes those who evade the law one way or another.
In pre war america corruption on all levels was rampart, The whole reason why nick has a companion quest to begin with is due to corruption and him being unable to fight it.
The whole case with Eddie Winters is that he either paid of, scared off, or killed anyone who would get in his way, And it worked, And nick was powerless against the whole thing.
At the end of Long Time Coming quest nick and you basically are both what the idea of Silver Shroud is.
But then again, Fallout 4 really does a shit job trying to have morality be a factor, Yet it really doesn't exist in the game.
He said show, so maybe he didn't like the adaptation. The terminals do show a battle going on behind the scenes where the writer quits do to the director neglecting her inputs.

If i had to compare the Silver Shroud to any comic book character, I'd say he's based on the Shadow. My grandfather used to listen to the radio dramas they did for the character when he was a kid.

I think the Silver Shroud was based on the Gray Ghost from Batman TAS. I'm basing this on the way they look and their names.
6 years late but it was based on The Shadow, a real life radio drama show with a similar premise.
