I am Americano and lived in Romania for 1 years. I was constantly told by Romanians that some Romanians go to other countries every summer for 2 months to steal & rob then come back. I was also told never to use my credit card at a lot of shops because of skimming. This was happening in Europe many years before it made its way to US.
In Los Angeles, Romanian nationals posing as immigration officials were recently busted shaking down Hispanic immigrants with threats of deportation. Ironically the Romanians were in the country illegally too.

I had one of these gy psies follow me around a store, standing just a little bit too close each time. I told her, I'm not stealing anything because I thought she was staff. She spoke and then I knew. I told customer service desk and a security guy came out the door and told me they were already on it. Cops got her, I'm assuming she had some machine that would steal your card info in close proximity. Went straight to my bank.

There are a lot of "R.F.I.D. farady pouches, bags and boxes" available. There are wallets and I would assume purses as well.
They block signals going out and coming in. If you have a "push to start" vehicle, they can copy your key fob essentially the same way they can copy your credit cards.

I worked as a cashier for 7 different gas stations. Move a pack of gum & I notice it. There is nothing within sight that we do not notice if it changes. I worked double shifts 5 days a week & was responsible for cleaning & stocking everything for 3 years. There is no way anyone can alter a card device in the smallest way & the cashier did not know. They were paid to ignore the device.

I still think any owners of ATMs, or card swiping machines should start being held at least a tiny bit responsible for this.
It takes 2 minutes to check for skimmers, and shouldn’t we start expecting just a little bit of safety from these places?
They don’t even need to hire new employees… just check the dang machines in the morning and document that it is skimmer free.
I’ve watched the shows on how to check for them, it takes even less than a minute to check for skimmers. On top of that, it would be easier to catch store owners who are actually in on the skimming with the thieves.
