Honestly they've kind of nerfed him in Seasons 6 and 7. He wasn't on Brock's level obviously but he was pretty badass in the seasons he appeared in before that and they showed he was at Shore Leave's level of marksmanship.

Well, not having a giant hatred hover tank anymore probably doesn't help. If he doesn't have any troops or equipment, he can't really bring his A-game. If you needed to ask for tactical advice, probably go to Hatred, if he wasn't in one of his moods, because most of Brock's advice only really applies if you're already Brock Samson. If you just need something absolutely destroyed, Brock is your guy. Because remember: they hit him with a truck
That's not true at all. They definitely weakened him around when he started working for Venture and even more when Brock came back, which could have been from the drug he was taking. But around the time he started bodyguarding Doc he is shown to be take on 24, who almost was able to beat Brock. So even around the time they started nerfing him he was about at Brock level.
The guy used to be an ephebophile, but it seems like that was just a side effect of the performance enhancers that were shoved into his body. At the very least, he's definitely a lot better now than he was back then.
