You could break a guys back with a move like this... its clearly supposed to be a foul and it wasnt just modern announcers a ref’s in this video calling it out, there were clearly some from the 90s and earlier. There is a reason it looks so out of sync with football and the regular, legal tackles... because it is a tackle, its a body slam, just look at the Drew Breeze one, im no fan of his, but he has a right to be mad... that was vicious and could've had serious consequences

With all that padding on, anything more than fingers is probably just pre existing, or not knowing how to protect your body when falling. Most of these tackles were completely legal wrestling moves in freestyle, where you have a 2" thick, or less, mat to land on with no padding on your body(excluding headgear because it's not required for teenagers or older)
Referees now: Throw the flag up in the air.
Referees before: Throw the flag at the player who is hurt on the ground.
