I think when people play new dungeons on the test realm then if they get really good drops and they record it. I think they lower the drop rate for the live realm.

You can get Hallowe'en gear from Spooky Bob in the shopping district, or either of the nightmare packs I believe. Otherwise, the guardians outfit is in the crowns shop. (You can buy guardians with about 90000 gold.
