Penney was saying this was on the players but if you listen to the game telecast, you can plainly see that Andy Kennedy is out coaching Penney on every play. I believe he is trying to tell the players what position to be in but Andy is telling them what play to run or what defense to set up. Then he also yells to them when to go strong or fast or slow by telling them ahead of the point of need. Penney is telling them after the reaction or action already has happened.
