S. Fomkin had all the leeway to create threats, and did nothing. Pinkmena, literally could do nothing, and she wasn't just going to sacrifice her Queen just to get the ball rolling. I think he should've just saved her the time and offered a draw, knowing that he wasn't going to threaten any pieces, while having the means to do so.
