    In what year did the sex offender registry requirement got put on as part of the penalties for this offense if you are convicted of it?

      OK - two outcomes - if you see that person touched the genitals while peeing to gratify, this would be an indecent exposure charge, or a lewd exposure charge, which is registrable. But if you only see that the one peeing only just releases urine within your eyeshot without any gratifying whatsoever, that is a public urination charge (an ordinance infraction) - not indecent exposure, so hence, not sex-offender registrable under Penal Colde 314/subsection 1.
