Qn. No. 67 has no ambiguity. The answer as you said is B- Article 315 as it provides for constitution of UPSC. Article 322 deals with salaries and emoluments of members of the commission/s. Dealing with UPSC and Providing for UPSC are two different things.

@@POLSCHELP Sir, the article 315 'provides for' public service commission/s. The same way Article 52 provides for the office of the president- "There shall be a President of India". (Though there are several articles describing the election, powers, removal, etc.)

Qn. No. 64- The answer should be B. Length of the service determines the seniority for promotion. No chance for A and D. C- Efficiency of employee is considered in promotion but that comes under the basis of merit. So, Seniority means length of service of the employee.
