I think for the most part Elixir troops are your generalist units, made for almost every situation - a jack of (almost) all trades in a sense, like the Pekka who can dish out lots of damage but also tank if need be. Dark Elixir units are more specialized to specific roles, like the Head Hunter for anti-hero and clan castle troops and the Golem who's made for heavy tanking. Could just be me but yknow.
