If I had to guess, it's mostly the opportunity cost.
Paladin, even in SF5 played fairly aggressively on Ryu. Here, most of the opportunities he has to charge Denjin he opts to drive rush for pressure.
On top of that, Denjin Charge makes Light and Medium Hashogeki slower, so no more faking fireballs with light Hashogeki, and medium Hashogeki will no longer frame trap in strings. I've seen him charge it in fireball wars, but rarely in matches where he's playing aggro.

It doesn’t matter if a character isn’t as good as others, you shouldn’t care for that. Play the character you like that’s the most important thing, as there is no really bad character in sf6
