Tbh they should have just had him be at the entrance with the steel watch, and if you have wyll in your party or something in cutscene he lets you through if you dont resist arrest

Big fail-safe NPC energy! first time i saw him i assumed my game had bugged and not registered i saved Wyll's father.
Though I had stolen Duke Ravengard's clothes and +2 charisma Sword so maybe he wasn't up for public speaking 😂
