I would not repeat the development and recap of the third movement as I personally don't repeat the development and recap of any sonata form movement of Beethoven. Although it is odd that Beethoven does not include a repeat in the exposition in the score but he does repeat the development and recap in the 3rd movement
I tend to make any exposition repeats if they're marked, because a repeat allows us to experience the same music at a slightly different angle. In Schubert's D.664, I make all repeats in the 1st and 3rd movements.
As for the finale, I find that it is absolutely profitable to play the repeat here, because it increases the tension, the painfulness of this music. Mind that the tempo is Allegro ma non troppo, i.e. a relatively moderate one: the longer it is being held against the wishes for a quicker tempo, the more pressure is being accumulated for an explosion in the Presto of the coda, the more expressive this contrast becomes.
