I know that I am answering this seven years later lol but maybe it is because Billy's cover of the song appeared on a Leonard Cohen tribute album called Tower Of Song - The Songs Of Leonard Cohen from 1995, where various artists covered Cohen's songs. It does also appear as one of three bonus tracks on Billy's Greatest Hits III album too.
