It's been 12 years for Star Citizen and its still in Alpha after raising over $670,000,000.00USD
Gta 6 and red dead had the same development time, they just keep them secret until it's closer to release. The only difference is star citizen was crowd funded and in the spotlight from the beginning
$2 Billion for GTA 6. Let’s see if it is a game worth all that money when it releases next year.

Does anyone actually know how to play this game? The controls are clunky (better with latest release) but even the gameplay feels lost. Also. The lack of NPCs and emptiness is enough for me not to continue playing
The lack of NPCs is due to the fact that server meshing isn't in the game yet. in the tests for it there were a lot more NPCs, and they were better simulated.
It must be nice to run a legal scam sinecure like this, do the bare minimum and all of the funders clap like seals.
