Having removed the wooden plates from a bench in winter is quite normal. As wood never is 100% dry, freezing always cause damage, so removing the wood in winter will extend livetime of the bench. Also it is a good time to properly maintanance the wood, like cleaning, sanding old paint, fill minor damages and repaint. It is much more convinient to do this in winter as barely anyone would use the bench anyway.
It is no "fail" but quite the opposite.
Most of the time here in Germany in winter about 20 to 50% of the benches look like this - after proper maintanance and new paint the wood can survive a few winters. Actually more benches missing the wooden parts in an aerea means they care more about maintainance.
Of course the stands of the bench are often founded in concrete for stability. So they stay in place (they need much less maintance)
So no fail at all.

So funny that the person who put this slide show together, "goofed up" and showed one of the pictures twice. "You had ONE job..." I guess they'd "better let the Boss know..."😉😉😉 Looks like we ALL do these things don't we?
This happens in almost every one of these "one job" collections. The irony is pretty rich. I counted 16 errors in this one video. I probably missed a couple, though.

The zero discount signs may look dumb but sometimes it isn't possible to print price tags - when something that's not an ordinary thing the shop sells was in the advertisement for the first week in June but it wasn't delivered till the third week. Because it's not an ordinary item they can't print normally signs in the shop so they need to use a discount sign and sell it with 0 discount. Looks like someone made a mistake but it's how it works.
