I agree, I would also go as far as saying that the policing and the judicial system need a good shake-up. There's too many incompetent and tyrannical officers on the force and too many incompetent judges and magistrates. This likely wouldn't have happened if the officer in charge of this vehicle simply secured it properly when he/she left it. SWP and Gwent under so much fire for assault, sexual assault, racism, bullying, unlawful arrests carried out by their own officers, and this incompetency just adds to the ever-growing list.
