I also think this but I think it's the case where she's not given enough parts that require and challenge her to develop further, but the parts she does get she has continued to improve on to the point where she sounds great doing them. I think she's a perfectly fine idol vocalist.
Although I love Taeyeon, I don't think your analysis here is accurate to Current Taeyeon. We all witnessed how she fared in her concert (still a bit better than Wendy), but at KCON Japan last May 10th-12th, her regression was even more apparent. I think she and Wendy are on the same level now although other vocal enthusiasts have put Taeyeon below Wendy.

Jessica is still better than Ningning though? Her C5s are better. Ning has pitch issues too. It is very obvious when u try to listen how the smoothing/post production of her vocals than with winter. Hence in live, Winter seems to be the most stable. It is also kinda difficult to compare as almost every singing part in tv nowadays (even in variety shows), the voices are heavily autotuned/has post production Seohyun and Jessica's case is still arguable. Even kpopvocalanalysis mentioned how Jessica's best>Seohyun's best. Both have problems with incosistency and lack of materials. Though Jessica has a few supported D5s and E5s. Her consistent support of D5 in California Girls makes me believe that her inconsistency is more of due to her stylistic choice rather than lack of skills. The main issue with Seo is that she cant use her Musical technique in KPOP. It's not that she is not doing it, it's just she cant and I really dont understand why! It also seems like she regressed. Taeyeon is unable to produce open notes anymore this is soo sad😭 Also i think jessica should be like G#3-C5…she hasnt been producing good G3s in so long if im not wrong and her C5s although not the fullest i think they’re often passable Also can u explain wym by jessica having better approach to lows than tae…and mixing approach better than seo…this woman has so much potential i believe she could hit AA-P if she gave her all and here were stuck at A-AA😫

Jiwoo is definitely above irene, irene has very shallow support at best, and lily and ning² isn't close, ning's lightness prevents her from improvement and she strains above C#5 which is very comfortable for lily. Lily also has a better mixed and head voice but ning² takes the agility and lows.

giving her B4/C5 is the safest option. She had a some strained C5 in call me maybe. I think its save to give her G3 she supports alot of them
