Probably because some people are lazy and stupid, not considering the possible consequences of their actions. Like the company who threw a bunch of old lithium batteries in the dumpster instead of disposing of them properly. Only when the compacter in the garbage truck that picked them up from the dumpster was activated, the batteries got crushed and ignited and set the contents of the garbage truck on fire.
