He still believed in the order and rules of the gods it was’t really till more along the story that he threw all that away to set his own ideologies at the top. At first he just wanted gods to be at the top again so he took Goku’s body then he eventually decided mortals should all be eradicated he eventually decided that was the only solution they can’t be kept in check…. Ultimately he got his wish Zeno erased everything 😮
