Complete Side Op 50- gives blueprint for Wormhole Fulton
R&D Team Level 40
Support Unit Level 40
Develop Children Fulton- it is unlocked by completing Side Op 113
850K GMP
After you meet these requirements, the Wormhole Fulton should unlock
