But it felt as if the game wanted me to surrender
Yeah historical is surprisingly not weak. You can get rid off all the bad debuffs before the war starts and will have a decent industrial base from all the civ construction bonuses you have early on.

Wait for Barbarossa and then steamroll your way across the border to Berlin. Spam out dockyards with as many subs as you can and you’ll get quite the war-score with convoy raiding everywhere but the seas around you as the germans and Italians try and fail miserably to naval invade or push on land.
