On Lake Mead, ages ago, booze was allowed. But NOT for the owner/captain/driver of the boat. Topless was okay, outside of any harbor. Bottomless inside boat only. (A blind eye was given at night)

In Sweden we cannot drink and drive a boat, or have a significant function aboard and drink. But you can have alcohol in the open and drink whatever you like if you are a guest or a passenger aboard.

Ontario Canada, yes you can have open alcohol, if the boat has a cabin with cooking and toilet facilities on board. The captain cannot be drinking though.

I would like to know that too about USA. Here in Europe alcohol can be open all the way with everyone on board drunk except the captain of course. Still not smart to have a boat filt with drunks going overboard every minute. No fun docking the boat too when it's time to go back to the shore.
Here (Finland) a captain can drink if there is under 1.0 promille of alcohol in blood. No requirements for passangers.
