If this was originally something it must have been completely replaced. That looks like Haughton braille, although nothing else about it seems like Haughton.

This thing is agonizingly slow during normal (pre pandemic) operation. I’m willing to bet that this was installed as a traction elevator, since this building is quite close to the water (it would have been hard to put in a hydraulic unit).
