One of DW's most powerful but rarely showed arch-villains. He was extremely witty and his dialogue had to be hard to write compared to most characters, the way he instantly came up with a Billy Mays twist on any possible situation. This could also be annoying if you didn't appreciate the wittiness, the cocky swagger or the cool bubbly voice effects. If the show was consistent with his abilities, he would also be pretty much invincible, especially given any nearby water source.

If he and Bushroot joined forces they'd be unstoppable. Both control an element without restrictions unlike Megavolt. But are smart. If only they weren't afraid of Negs. I mean it's not like Negaduck's chainsaw can actully hurt them.
Actually, on top of everything that Writermist said, it could be argued that the Liquidator is the most mentally-stable of all the Fearsome Five. If he was a little less enthusiastic and a little more methodical, he could be a really devastating enemy. Indeed, he and Bushroot really haven't ever been beaten, when the two were cooperating.
The same could be said about several villains fought by other heroes. Sandman, Mr Freeze, Megavolt...
It seems cliche for the villains with over-the-top elemental manipulative powers to abuse them for theft and robberies. Were they to get serious, they could decimate cities with ease.

Just Defender definitely not Megavolt. Love the guy, but the man talks to lightbulbs. Probably the second most insane out of the Fearsome Four right under Quackerjack (I would say Negaduck is the most insane, but he's kind of in a different category altogether)
Water powers are more epic then we might think.

um... yeah. In fact in the show they sometimes team up as a duo. two crazies are more fun then one

Water manipulation/hydrokinesis is one of the most powerful powers. Too bad they nerfed him.
