From what I understand American planes can’t do the full cobra maneuver due to the fact the engines don’t move in conjunction with the control surfaces. The engines are static. Only Russian jets can do the complete move because of the jets can pivot around

No you’re wrong, pitching up and going slow is a cobra. If you go fast you’ll b just go up in altitude. Russia does an air show maneuver this is more of a tactical maneuver.

im pretty sure the f22 can do it, its engines can do thrust vectoring giving it great maneuverability

Yeah the C model could cobra but the super can't. The C model had a spin recovery switch that turned off the limits of control
