This is a great question! Because I also offer Spray Tanning as a service I am considered Personal Care category and Teeth Whitening can fall under that umbrella. The hard thing is that some counties will have you list your businesses differently so it hard to answer. I believe Personal Care is a great option, because then you can grow to other services if you like.

Does the customer require a gum barrier with 16% hp?
If its good quality HP then you should be able to use a natural barrier like aloe and vitamin e, 16% is really high and often times doesnt give you the results your assuming they are going to get, also can create more pain for your client. be careful
