How does one know if the soil already has the chemical constituents - to begin with ? Let's say a farmer wants to start planting banana - how can he say that the soil already has Potassium or some other chemical is in excess ?

It is very simple. Farmer needs to test his soil in Soil Testing Laboratory. They will give specific recommendation for different crops.
