I think it has something to do with RNG and delaying key inputs during combos to make harder to the opponent to counter-attack. An human player can do this too, but needs nearly impossible reflexes to delay ALL the inputs during a combo.

In the SNES versions, here's the list for the Ultra combos according to a site : Ultra combos are usually executed by doing a special move in the middle of any combo. Press these buttons while doing any combo: Note, in the middle of the combo, the opponent's life Bar must be red in order to activate the Ultra Combo. Here's the imput to activate the Ultra: Cinder: Foward, Foward, X Jago: Half Circle Back, R Combo: Foward (hold it for 2 sec), Back, X Thunder: Back (hold it for 2 sec), Foward, L Orchid: Back (hold it for 2 sec), Foward, Y Sabrewulf: Foward (hold it for 2 sec), Back, R Spinal: Half Circle Foward, X Also: Cinder is one of the easiest to make an ultra after opening a combo with the Trailblazer. I hope this helps ^^
