No easy way for the Khmer Rouge to have a better equipped army as they are mostly came from a very poor background. No way to control every Kampuchea officer from city to rural areas. Many of them were uneducated, gangsters, and poor farmers. They won't understand their leaders secrete policies. As a result, many people got killed secretly. Vietnam had a good plan to use the Khmer Rouge army to fight each other and USA. At the end, they would come to control Cambodia without much resistance from the Khmer Rouge or Cambodia Army.
