I can only imagine 2 options: 1.) someone unaffiliated with the car did it as either a specifically to this person to retaliate fr some perceived harm or someone randomly choose this poor person as an object of their pranks, etc. 2.) The owner of the vehicle purposefully attached the cart as protection from wild carts or neighboring car doors damage, like boating fenders. It would be simple to clip off upon return to the vehicle.
