Bro when I start my game and play a mission it works but when I try to restart the mission from the phone message my game just get suck on loading scene

Just writing this here as an extra tip:
You can also fix this by setting the game to the most lowest graphics as you can. I'm speakin' potato low like everything turned up to low, including resolution and the aspect ratio. Then once it started, set everything back to normal or the graphics settings you use.

Your processor is nice but the 4 GB RAM will not be enough to run the game in 30+ FPS, you will get less FPS and that too if you have a graphics Card.

I absolutely hate this. GTA 4 is one of my fav games but needing to switch to 59hz before hitting each cutscene is painful :( it's the only thing that allows me to progress some cutscenes

It's surely a software issue, not at all a hardware issue, cause your PC is meeting the recommend requirements.
