Well, I like to think that the manor just has loads of knives for normal use, since they're so rich and have probably had loads of guests at one time. But like, he just takes them whenever he feels like it? So there's this huge stash of knives, but they constantly disappear cause of him. And if he loses any, Ciel just constantly has to buy and pay for new knives.
