You should put a drain in that tank with a gate valve!And get a pond vacuum!Would make it easier and allow regular cleaning!Never let build up like that as all that muck is harbouring dangerous anaerobic bacteria!
Use a sewage sump pump, it will suck and also grind in one step. Just keep on filling with water to do a perfect clean.
