Blue would make sense as the internal affairs (for lack of a better word) guy. The association with water and washing would make it appropriate for cleaning away any dirt, as it were.
My thoughts on Green is that he was Logistics. He sticks back at base and helps manage things but without him, the main agents wouldn't get the tools, support and funding they need to do their jobs. Logistics is very important but rarely gets the glory.
I think you've got a case for Logistics there. If Green is the head of a particular sub colour, then I could definitely see him supervising quartermasters, armourers, vehicle repair specialists, etc. The kind of people an organisation like SPECTRUM would need to actually function day-to-day, but who would have little reason to ever interact with the Captains or Angels (much less the Colonel).
People tend to glaze past the fact at how ahead of its time the show was by having a poc as a regular character, and one who worked alongside the boss no less. Also the fact that the flight crew were an all female experienced set and not just some dollys serving drinks!
As captain Grey's replacement, I would be Captain Steel, and totally upset the apple cart by blending Captain Scarlet with Sapphire and Steel for some seriously effed-up shenanigans.
I will say, the intended timeline must have been horribly damaged for Steel to care enough to do long term integration with our society like that. Steel didn't much understand or care about humans (see the time he sacrificed an old man, who'd been nothing but helpful to him, without his permission), that was Sapphire's job. So I feel like the Mysterons would have had to do something to time, something pretty drastic (perhaps manipulating time to restore their city, without actually changing the timeline) and created enough of a temporal snarl that Sapphire (who would be an Angel) and Steel were forced to assume human identities while they worked to fix it. Thus Captain Steel would I suspect be regarded as 'odd' by his colleagues, owing to his near total lack of a sense of humour, near-nil knowledge of pop culture and his seemingly non-existent personal life... All contrasted with his apparent fearlessness, his undeniable competence and his ruthless streak in combat.
Magenta was a cybercriminal brought to Spectrum because of his computer expertise, so he may put on a tough rebel persona, but deep down he's a giant nerd... but that's a side of him that only Ocre has ever seen 😏
Captain Turquoise - security? The color represents protection, good fortune and loyalty. That's the best I got. (Assuming female captains are allowed, otherwise I'm going for a genderswap thing).
Female captains aren't ever touched on in the original show, which is a bit of typical 60s secism but on the other hand the elite fighter pilots are all women, so it could have been much worse in that regard. The remake had women captains (Captain Ochre was a Northern Irish woman and Magenta was a ladies man, so they're either trying to fulfil or ruin my shipping them.)

Perhaps you have spectrum sub teams with their own group of captains spread out around the world dealing with local security issues with the best of the best being held at cloud base to deal with mysteron threats as they unfold.
I recall that Lieutenant Green's voice actor Cy Grant once spoke about the Christian parallels of Spectrum in an interview. I'd choose Captain Ultramarine

It occurs to me that in 'White as Snow', Captain Scarlet is seen standing in for White as commander of Cloudbase at the beginning of the episode. He is tjen offered command while White goes into hiding. My headcannon is now that the red agent is a 2ic role, hence Scarlet's all roundedness with no key specialization.
They would be a veteran of a past war, experienced in flight but due to an injury would be unable to be in action unless vitally necessary. They would train the Angels and be the squadron leader.

Not just them, all the Supermarionation shows! The connections aren't often overt or onscreen tho (mostly relegated to the comics or books), but Thunderbirds once mentioned an upcoming Mars mission- which was Captain Blacks.
Yeah a friend of mine actually theorised that Jeff Tracy is former SPECTRUM and after he retired set up International Rescue with their approval and used SPECTRUM tech to build most of the Thunderbirds (with the exception of 4, which was a prototype of Stingray that IR acquired and repurposed). They further speculated that some of the supposedly random and tragic accidents IR responds to are actually the side effects of Mysteron attacks (all covered up naturally to avoid public panic).

There was plans for a lietentant Sienna though, originally Magenta's bit in the radar room was for an eager new young recruit, but they ran out of budget for new puppets

I would assume that "Silver", or even "Argent", would replace Colonel White should anything happen to him, as it is depicted as white in heraldry.
