Online is more difficult it seems (it seems women online don’t want to travel far but I think that takes away from the point of online dating). In person as long as the women is single is somewhat interested she might go out with you. You just have to have the perseverance on talking to her and get a little bit of social cues to see if she is approachable. Unfortunately there are women who play games online or in person.

Depending on your surroundings, whether you are at a bar or a party see if the girl is looking at you. You can compliment her on her hair or her dress and see how she reacts. Introduce yourself with your name. I would just go with the follow and see where the conversation goes. Go for her number whenever you feel like you are ready. Just go with a calm and clear mind. In my opinion you might be better off in the smaller cities instead of the big cities if you are looking for a relationship with a girl. I lived in NYC most of my life and unfortunately you may have a lot of options but most of the women are so focused on their careers they are not really looking for a relationship. Hope this helps.
