Sound like the source is a little warped in the beginning. Or they're under water. Oh well. These things happen, especially with shows being 27 years old.
Not all PBS affiliates aired voiceovers during Where In The World Is Carmen Sandiego at least at the end of the show. At least the music can still be heard.
I went to go see it and even took a short video of it, was the most amazing structure I have dreamed about seeing
