What if we keep getting deformation value lesser & lesser even beyond the accurate real deformation value with further mesh seed decrement.

Resizing elements is commonly used for purposes such as reducing computation time or reducing the amount of deviation of values. If you are facing with a problem which the displacement is less than it's theoretically or experimentally value, you will probably need to review the definition of materials or boundary conditions.
