That requires multiple layers of clearances more. The criteria of when that endowment can be used is also very strict. I have seen multiple projects being proposed and stuck in these layers of clearances even though they could have had a positive impact. The new dean is working on it but I am not sure how long it will take to see real change.

With New Regime we are only pushing young professionals towards spending not saving. Old Regime pushes one towards savings scheme. This so Called "New Regime" is being pursued by new professionals who are less than 5 yrs in service and they are young and have annual Salary around about 10 lakhs so the disposable income would obviously be greater than old regime. Since we dont have good financial education about how to handle our finances the Spending is increasing which only benefit start-ups not individuals. i think they should retain the simple philosophy of incentivising the saving schemes in tax exemptions. otherwise pushing entire generation towards spending is not good in long run
