Calling assist like that isn't good... the charge time takes forever... it's better to just switch tech... the charge time is shorter

Its called electric Kunai. Its more of a glitch, you need throw a tag, instantly counter before the tag comes out, then guard break a few frames after. Only works with puppets tho.

how do u spark dash
It happens when you cancel a combo or jutsu with a chakra dash, there's a small yellow spark that appears on the character and it essentially gives you a faster dash
