Well, it's been shown that Uboat commanders routinely exaggerated their tonnage claims but whether through accident or design is not really known.
Most commanders actually sunk between half to a third of their reported claims.
That's still a hell of a lot of shipping considering the average size of a freighter back then was c6,000 tons.
