The quick answer is, goku would be dead. The time chamber doesn't stop the flow of time inside. You spend 10 days in the chamber, you come out 10 years older. 1 billion years in the chamber is over 2 million years out of it, so not only is goku dead, but everyone outside the chamber is also dead

One problem with this is that you didn’t address his need for food
I believe that was addressed in a DB or DBZ episode. It's infinitely supplied in the kitchen of the chamber. The only reason Goku craves a GOOD meal after finishing in there is he isn't good at cooking.

First times when this chamber was introduced it was specifically mentioned that all food inside is stored there, that means it's limited and don't just magicaly manifest there, that means that this building would need to contain food fro bilions of years, and this take enormous space that isn't there. Do goku vs zeno
For that much training from Goku, he should be able to body everything and everyone just from his base form.
Sayains become even more powerful if they're able to master their base form, meaning from that duration in that chamber his first Super sayain form alone would rival or even surpass arch angels, even Omni levels of power.
Goku's base form would be at a multi universal level at a minimum, and his new final form would be at a multi dimensional level at a minimum, the story was good, but just doesn't do justice to Goku's training and new found power.
His one finger in base form would decimate beerus without any struggle, and Goku's aura alone would be too strong for Vegeta and Brolly at their strongest to even disrupt Goku (just like Jiren, but on a crazy immeasurable level).
I suggest retelling the story, but accurately, to portray the "billions" of years of training Goku did mastering and surpassing every so-called inch of his limits and body.
All these fights should have been in his base form, without any struggle for Goku at all, and then he should have shown off his final form with his Aura alone making everything crumble.

I REALLY tried and wanted to like this, but the constant repetitive narration, the dialogue, and the voice acting is just on another level of horrible trash. That's about the nicest way for me to put it. It was quite the chore to watch it through.

So it's safe to say Vegeta and Broly are more powerful than Goku , with Broly being powerful without required training and Vegeta able to last few minutes with a guy who trained billions of yours, I won't lie, am not happy
Goku always balances himself to be about even with his opponent when he's stronger; maybe pushes just a enough to overwhelm them without causing mortal damage when he's ready to finish. No matter what form he's in. He wants to encourage all of them to train and challenge him again later, even the likes of Frieza who just wants to kill him.
