The F16’s design is primarily for dog fighting. Its design compact but nimble is its advantage. However, in the modern age of stealth aircraft, dog fighting is last resort and will be very rare in conflicts. Long range missiles with improved accuracy is now the choice of weapon. Pilots may not even see their opponents except as a blip on a display.
I would have picked the F-18 as the more versatile aircraft over the F-16 for China. The block III enhances the systems and weapons capabilities similar to the F-16. It by far has the most number of aircraft that we have that can land and takeoff from a Carrier. It has the Growler variant for advanced electronics warfare. It can even be used as a tanker to refuel other planes. If they would have added the conformal fuel tanks for range and the GE-414EF engine that gives it 20% more power and better fuel economy, it would be the go to plane for bulk deployment on a carrier. It is also very much cheaper than the F-35. It is also the only navy plane with a machine gun.

The EX is everything the F-35 wants to be. Fast, powerful, agile and cheaper to produce. Oh and don't forget reliable. The current F-35 fleet in the US has one very low mission capability rating.
