Btech or mtech?
For both roorkee is better.....u will get more opportunities. For btech u can consider iitbbs electrical placement are good only. But research about roorkee (civil) and compare it.

You can book Guest rooms from college website, as there are very less rooms in Guest room, you can also contact Hotels for accommodations

You already got the answer...but if you are not getting room in a guest house preferably stay in bhubaneswar hotels only.
