He starts by telling Oracle "you shut this down, I'm going after Talia", but if you watch the scene where Batman confronts Strange, he has to stick a device to Strange's server before she could do it. He was not betrayed, he was hard checked by his team. Oracle wouldn't have been able to get in without that link... or if she could it would have taken much longer, costing too many lives to risk over Talia's one.

Batman isn’t betrayed, Bruce Wayne is reminded of the oath he took to Thomas and Martha, he’s reminded that his philosophy is a thousand lives saved compared to one life which he has an attachment to is not the Batman style, but it’s interesting to see how quickly he was ready to abandon that philosophy for the sake of one person whom he cares for deeply

This is the furthest thing from a betrayal even though it comes off like one. Alfred understands how Bruce is feeling and even Barbara does but there are greater issues to deal with. Bruce was in an angry emotional state and had briefly forgotten that his City matters more than anything. I've always made comparisons between Bruce Wayne and Kratos from God of War ; both men have tormented pasts , lost family because of not only their own mistakes but the actions of others and both men despite being pure of heart sometimes make decisions based off of pure rage and emotion. It's what makes them human.
Love this game but Batman being begrudgingly convinced to make the selfless decision instead of doing it out of instinct doesn't fit the character. Spider-Man PS4 (and PS1) had this same dilemma play out in a more impactful way.
It’s the woman he loves, this scene was meant to show that Bruce was letting his love of Talia get in the way of being Batman.
