    Russia's Far Eastern Federal District covers 41 percent of the country's territory but is home to a mere six percent of its population. And the region is losing an average of 17,000 inhabitants a year. In order to stem this rural exodus, but also to exploit this vast territory, Russian President Vladimir Putin has made developing the Far East a priority. FRANCE 24's Elena Volochine reports.

    People here arguing over the word "conquer" clearly have English as a second language. "Conquer" just means to succeed over something whether literally or metaphorically. Like America "conquered" the Wild West. Or Sir Edmund Hillary "conquered" Mt. Everest. It's not supposed to be offensive or condescending. Conquering the Far East would mean turning what is currently an economic backwater into a developed and prosperous region.

      Exactly, they are conquering the hostile terrain and climate, not the people. The people were conquered centuries ago...and there's no undoing the sins of your forefathers, only doing the best with what you've inherited.
      There are some expressions among English speakers, at least among Americans as I've never talked to too many Aussies or Brits so I can't speak for them, that talk of "conquering yourself" as in overcoming your own mental and physical blocks to improve yourself and your work. Conquering is not always a bad word in English, although modern sensibilities mostly use it in a negative sense in reference to nations invading lands they do not already own.
      Compare the word conquest with the word request. Both come from the same Latin root word meaning to seek, to ask, to strive, to desire. Hence the English word "quest" so often used in fantasy tales.

    If Russia won’t be careful, by the time they realized the mistakes of now, they would find that entire beauty of their Far East is been taken away by the World Hyenas..
    Look at Kenya and African Wildlife has been totally destroyed!.
    The very beautiful snow of Mt. Kilimanjaro that provided water and livelihoods to everything living below the mountain both in Tanzania and Kenya gone maybe forever. All forests of indigenous trees disappeared forever to point to the least.
    Pitying Russia for this rush!!.

      Russia never learn from mistake. Kharborovs region forest is gone, a russian timber tycon with licence to cut and process the wood never do that, instead he exported them to china. And the worst he done is his company don't replant trees it cut down leaving vast area with out cover.If this trend continue desert will appear in the region despite it is a cold area.

      Well said, not like imperialist US that "conquers" other nations via military interventions, sanctions, regime change or promoting chaos, bloodshed and destruction in order to "occupy" territories under the excuse of protecting freedom and democracy. Clear examples: the oil fields in Syria, Iraq, Libya, and their attempts to "buy" Greenland or take over Venezuela. The US is a joke.

      Conquer has many meanings. Perhaps the Russians are too sensitive about that word. Conquer means in one sense to take control over. It does not always mean overrunning an area with the military and establishing strict control.

      Peter E No, I’m Finno-Ugric, the indigenous people of Volga, the Urals, Western, Northern and North-Western Russia. Finnic tribes were half of the founding stock of the original Russian state, the Ves and the Chud.

      Naftali Sawe Most of Russia consists of the lands of the indigenous Finno-Ugric peoples, which were stolen from us. We still live in those lands and we made an agreement with the central government in Moscow when the Russian Federation was formed, that those lands would not be touched.

    Vladivostok and Primorsky Krai in general is pretty temperate compared to the rest of the Far-East which is cold. Comparable to Harbin in China.

    I know that this will sound like wet-blanketing, and I wish the venture well, but there's a reason why people don't live in the Siberian subarctic. The climate is bearable for only about two months a year, and for those two months, mosquitoes and midges swarm in numbers you wouldn't believe. The most extreme protection is necessary to avoid being eaten alive. Not to mention the chances of mosquito-borne infection.

    If they plan to build up the area, they need to always minimize the environmental damage. If there are plenty of geothermal hot spots in the area, they need to build geothermal power plants and of course geothermal powered ocean desalination plants to provide startup infrastructure for the area to gain development. The Russian government can also disable exports of wood to china to use the wood in building up the area. Prefer the construction to locations that have less trees and more plains of land to minimize deforestation.

    I don't agree with Putin on this rush to develop far east. The deforestation to boost development in the region will have advers effect in the region. Instead Russia should preserve the forest and turn it into tourist attraction. Russia must not repeat the 1990,s failed privatization which resulted few russians turning into billionaires over night. Leave the forest alone, let the far east develop gradual, afterall Rome was not built in a day..

    There is a reason why it's not easy to develop... Same reason Alaska and northern Canada isn't exactly happening despite the massive money and economy in north america.
    Also you guys need to stop bitching about them choosing a title they thought would catch peoples attention... the content is fine and in no way shape or form biased against russia... and yet literally most comments are just harassing them for using the word conquers. They do the same thing for western places.
    Also let's be honest. A handful of hundreds of years ago this was land no Russian had ever been to. It's possible it will be that way again soon enough... Russia ain't much compared to East asia these days... and it's population is still shrinking particularly the ethnic russian portion. 30 Million many of them not even ethnic russians to 1.5-2 billion east asians. East asia is closer and better connected to the russian far east than european russia is. No guarantee but this is absolutely a concern particularly if there are resource wars in the future which is very possible.

      I think they tried, it was just too remote from the populated parts of the USSR to really see success, and a lot of the industries they created stopped being economical at the fall of the USSR. If the land between European Russia and the east coast was cold but arable farmland that was relatively flat, I'm sure development would have been more fruitful, but areas in Siberia have the largest temperature swings of any place on Earth, making traditional European agriculture difficult at best. So even if your mining, forestry, fishing, and manufacturing industries have adequate resources and logistics, feeding a large population economically is far more difficult, making it much harder to achieve economies of scale.

    The far east is located on the Ring of Fire. If anything, I think the Russian government should be allocating all its geological expertise to that region of Russia to establish a geothermal energy industry. Also, speaking of the Russian economy as a whole, and not just the far east, Russia must also reduce its GHG emissions by investing billions into renewable energy sources. They can leverage their oil and gas resources to help pay for the shift to renewables. BUt, the long term goal must be to phase-out coal/coke, oil, and natural gas.

      We don't burn a lot of coal, only in some areas without natural gas, and in steel factories, as of now 67% is heat generated powerplants, 27% of which are coal plants, more than 70% is natural gas
