For stains use hydrogen peroxide and put a towel once you use some over the wet spot and iron it. Works really well!!
For cleaning the carpet- try half vinegar half water homemade spray.
It gets the smell out and make it white.

When he pees on carpets, you should cover the stain with potato flour, as it soaks up the pee, then simply vacuum after, and maybe apply once more to get it all out of the carpet. Done that with both of my dogs, and it works really well

Try renting a rug doctor vacuum or get a steam clean vacuum! Might be worth it with pets long term. I have Folex carpet stain remover that I love, not sure if you already tried that one but it works great!

I know this is not the cheapest investment, but I just raised and trained a puppy in april. we had the same issue with the potty marks, but we ordered a small carpet cleaning vacuum that you poor the solution and water mixture into and not only did it get rid or the stain, but also the smell. hope that helps!
Use Bissell pet stain wipes. You have to leave the wipe on the stain overnight but the smell and stain gets out 100%
