14 chains for a 1 year old baby, after that when the belt length is ready, put it on the child's waist and measure it .......
and then stitch or joint .

for 3 to 9 year old you can keep same as 16 chain and also its dependent or personal choice if you would like little wide so you can make with 18 chain but for 9 to 12 year I use 18 or 20 chain but agin same its always personal choice if you want to make wider belt you can make which is now days in fashion so

For 1 year old this will be little big but don't worry it's easily customizable..when you making waste or belt part you can just measure with your baby waste n after continue with this it's same
