Is compression mod just taking the blue cylinders and putting them into this cube? What does it do?

Yes, the cubes base compression is too high for some people so the mod starts the cube out with essentially -5 compression levels allowing for a more usable range of compressions, Phil explained it well in TheCubicles video on the Huameng.
